One of the many things I check when inspecting a bike is the condition of the tires. Here's a photo of one that I found recently. As you can see, there's a stone chip that's embedded that would more than likely have worked it's way thru the casing causing a flat. All tires are susceptible to cuts and punctures no matter what the manufacturer says.

tires....
the bicycle requires a little love
tires that are not worn or dry rotted
and chains that are not rusty
it blows my mind to see the condition of so many people's bikes
I am a slacker about keeping my bike well tuned
but
I try to keep it moderately safe
there are cultures of people who lack efficiency across the board
a rusty chain makes your day up hill all day
